SUMMER COMPETITION RULES 2011/12

1.            REGISTRATION

a)      Player registration is for a twelve month period from 1st September until 31st August each year.

b)      All players shall complete all details on an official registration form

c)       All players registering for the first time must produce an official document that confirms date of birth.

d)      No team may nominate or register a new player for this competition after 31st January unless extenuating circumstances prevail and approval has been given by the Competition Committee.

e)     Teams must nominate a minimum of five (5) players with allowance for a maximum of ten (10) players registered per team

f)      All players will abide by Vikings Codes of Conduct.

g)     Registration fees must be paid prior to the player’s participation in the competition.       

h)     A team playing with an unregistered player will be penalised.

i)       Entry into the competition is single team entry and no interchange of players between teams is permitted, subject to (j).

j)       A player however may play in two different grades / competitions providing that they have been nominated as part of each team (ie: the 10 maximum players) on the team nomination form and are actively playing in each competition.

k)      Once the competition commences, teams may only nominate players from a lower division.  

2.            AGE QUALIFICATION

a)     Age qualification shall be determined by the age the player turns during the calendar year. Female players however are permitted to    play two years below their age group if they choose to do so.

b)     No player shall be registered until they have turned five (5) years of age.

c)      Senior players must have reached the minimum age prior to commencement of the competition. Minimum age for the Men’s competition is fifteen (15) years.

Minimum age for the Women’s competition is fourteen (14) years. 

 

3.            DURATION OF MATCHES

    Senior: Twenty minute halves     no half time.

                Junior: Thirteen minute halves    no half time.

                There will be no stoppage of time or time outs allowed during the regular competition.

 

4.            TEAM SHEETS

a)      Team sheets must be completed before the game starts. 

b)      Only players participating in the game should be recorded on the sheet.

c)       No player can be added to the team sheet (match card) once it has been handed in.

d)      Team sheets must be completed in BALL POINT PEN.

 

5.            ATTIRE

a)      Shall be in accordance with AFA rules.

b)      Shirts and shorts must be worn. Shirts must have sleeves. If undershorts are worn, these must be of the same main colour as the shorts.

c)       The goalkeeper must be clearly identified by a different colour shirt / bib to the team and is permitted to wear long trousers.

d)      Players must wear the number designated by the team sheet in every game.  A singlet may be worn over a numbered shirt on the goalkeeper.

e)      All players must wear approved shin pads, socks and appropriate footwear for an indoor surface ie: joggers / sandshoes.  Football boots are not permitted

f)       Jewellery and pierced body part jewellery are not permitted in accordance with AFA rules.

g)      Players may not wear anything metal (eg. bobby pins) or plastic in their hair during a game.

 

6.            COMPETITION POINTS

a)      Points for competitions will be as follows:

      WIN 2 points, DRAW 1 point, LOSS 0 points.

b)     Age groups 5-8 years will be non competitive.

 

7.            COMPETITION RULES

a)      A maximum of ten (10 players can be recorded on an official “Team Sheet” and only five (5) players are on the court at any one time with one of them as nominated goalkeeper.

b)      All games must start with each team having a minimum of three (3) players on the court.  If a team cannot field thee (3) players to start the game they must forfeit.

c)       Unlimited flying substitutes: Players can re-enter the game many times without notifying the referee this includes the goalkeeper.  Substitutions must take place at half way.  The existing player/s must be completely off the court before the substitute can enter the court. (Notify Referee when changing goalkeeper).

d)      To kick off the ball must not be played backwards.  A goal cannot be scored directly from kick-off

e)      A goal can be scored directly from a corner.

f)       When the ball goes out over the sideline, a kick in takes place.  The ball must be placed stationary on the sideline and kicked in.  All opposing players must be at least five (5) metres from the ball.

g)      A goal cannot be scored directly from a kick in unless it touches a player before crossing the goal line.

h)      For a ball to be out or a goal scored, all of the ball must be over the line.

i)       There is a four (4) second time limit on all restarts of play.

j)       There is no off-side.

k)      Dangerous play is not allowed, this includes slide tackles

l)       Players are not allowed to play the ball whilst on the ground, except for the goalkeeper who can only do so within the goal “D”.

m)    For every direct foul after the fifth in one half of the game, the team that the free kick is awarded to is given a ten (10) metre penalty.

n)      Goalkeepers throw the ball from the marked goal area (D) to restart for a goal clearance.  They cannot throw it over two thirds (2/3) of the court on the full.

o)      Goalkeepers cannot drop kick or punt kick the ball.

p)      Goalkeeper has a four (4) second time limit with the ball in his/her own half.

q)      Goalkeepers are not allowed to pick up a pass from any of his/her team mates (back pass).

r)       Once a goalkeeper has released the ball from their possession, they may receive it back (two touch rule is out).

s)       The referee has the option of using two (2) Disciplinary cards – yellow and red.

t)       If a player receives a red card, that player is immediately expelled from the game and must leave the playing area.

u)      Referees have the right to warn, ask them to leave or eject from the stadium any person who is bringing the game into disrepute or displaying anti social behaviour (Spectators included).

v)      The referee’s decision is final.

w)   In general play if the ball hits the roof etc within the boundary of the field / court, a kick in will apply, BUT, if the ball hits the roof behind the back line, then a throw in or corner will be taken.

 

8.            MIXED COMPETITION

                a)  Two male and two female players must be on the court at all times.  Goalkeeper is optional.

                b)  Goals scored by males will be awarded one (1) goal.  Goals scored by females will be awarded two (2) goals.

                c)  If a male shoots outside 1/3rd line, an indirect free kick will be awarded to the opposition.

 

9.            PENALTIES

a)        Yellow cards apply as per AFA Rules.

b)       Four (4) yellow cards in one competition will incur an automatic one (1) week suspension.

c)        Red Cards apply as per AFA Rules. However a team can replace a player after two (2) minutes unless a goal is scored by the opposition team.

d)       Red cards will incur an automatic one (1) match suspension.

e)       Cases of serious misconduct and the like may be subject to review by the Disciplinary Committee.

 

10.          FORFEITS

a)     Teams not ready to start within five (5) minutes after the designated match time will forfeit the match and the fixture will be awarded to the opposing team as a forfeit.

b)     A team must field at least three (3) players at the commencement of any match.  Failure to do so shall result in such a team being deemed to have forfeited the match. However if a team forfeits at the commencement of the match but the game is played, both teams will still pay normal match fees.

c)      Teams forfeiting must give 24 hours verbal notice of their intention to forfeit to the FUTSAL Co-ordinator personally on 6553 0433 or 0421 017 399. 

d)     Failure to give at least 24 hours notice will result in the forfeiting team paying match fees.

e)     In the event of a forfeit, the opposing team will automatically receive 2 points and 5 goals

 

11.          MISCONDUCT

a)       All reports regarding misconduct shall be submitted in writing to the Committee within seven (7) days of the alleged offence / incident.

b)       Cases of serious misconduct and the like may be subject to review by the Disciplinary Committee.

c)    Any player under the influence of intoxicating liquor or non-prescription drugs shall not take part in the game.  The player may be sent from the field by the referee.

 

12.          COMPLAINTS, DISPUTES & EXTENUATING CIRCUMSTANCES

Any rule being subject of a complaint, dispute or extenuating circumstances shall be submitted in writing to the Committee within four (4) days of the alleged incident.  The Committee’s decision will be final.

 

13.          APPEALS

                A player sent from the field of play is entitled to appeal against his/her suspension.

PLAYER CODE OF BEHAVIOUR

·       Never argue with the referee or official.  If you disagree, have your captain, coach or manager approach the official during the break or after the competition. Nothing can be gained by abusing officials of the club.  Remember the rulebook states the referee is always right.

·       Control your temper.  Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviour in any sport.

·       Work equally hard for yourself and your team. Your team’s performance will benefit, and so will you.  Be a good sport.  Applaud all good plays, whether your team or the opposition makes them.

·       Treat all participants in your sport, as you like to be treated.  Do not bully or take unfair advantage of another competitor.

·       Co-operate with your coach, teammates and opponents. Without them there would be no competition.  Participate for your own enjoyment and benefit, not just to please parents and coaches.

·       Respect the rights, dignity and worth of all participants regardless of their gender, ability, cultural background or religion.

·       Vikings reserves the right to remove any player or spectator from its competitions or centres whose behaviour is not keeping with its values or standards.

SPECTATOR CODE OF BEHAVIOUR

A spectator present at a Match or otherwise involved in any activity staged or sanctioned by AFA or an affiliated Member, Association or Club must:

(a)        respect the decisions of Match Officials and teach children to do the same;

(b)        never ridicule or unduly scold a child for making a mistake;

(c)        respect the rights, dignity and worth of every person regardless of their gender, ability, race, colour, religion, language, politics, national or ethnic origin;

(d)        not use violence in any form, whether it is against other spectators, Team Officials (including coaches), Match Officials or Players;

(e)        not engage in discrimination, harassment or abuse in any form, including the use of obscene or offensive language or gestures, the incitement of hatred or violence or partaking in indecent or racist chanting;

(f)        comply with any terms of entry of a venue, including bag inspections, prohibited and restricted items such as flares, missiles, dangerous articles and items that have the potential to cause injury or public nuisance;

(g)        not, and must not attempt to, bring into a venue national or political flags or emblems (except for the recognised national flags of any of the competing teams) or offensive or inappropriate banners, whether written in English or a foreign language;

(h)        not throw missiles (including on to the field of play or at other spectators) and must not enter the field of play or its surrounds without lawful authority; and

(i)         conduct themselves in a manner that enhances, rather than injures, the reputation and goodwill of AFA and football generally.

Any person who does not comply with this Spectator Code of Behaviour or who otherwise causes a disturbance may be evicted from a venue and banned from attending future Matches.
